Prime Minister Mostafa Madbouly declared that the African continent is currently confronting unprecedented challenges and persistent conflicts. Speaking on behalf of President Abdel Fattah al-sisi at the extraordinary African Union summit in Luanda, he emphasized the critical need for urgent and comprehensive measures to tackle root causes such as poverty, climate change impacts, water scarcity, rising terrorism, and transnational organized crime.
Addressing fellow leaders including Angolan President João Lourenço, Burundian President and AU Chairperson Évariste Ndayishimiye, and AU Commission Chairperson Mahmoud Ali Youssouf, Madbouly urged stronger regional cooperation. He highlighted Egypt's dedication to advancing African Union and regional economic community mechanisms while conveying greetings from President Abdel Fattah al-Sisi.
As part of Egypt's leadership over the AU post-conflict reconstruction and development portfolio, Madbouly stressed that rebuilding is essential for enduring peace. Marking the 20th anniversary of the AU Post-Conflict Reconstruction and Development Policy, he called for tangible programs focused on infrastructure rehabilitation, state institution building, job creation, and the reintegration of women and youth.
Furthermore, Madbouly encouraged ongoing support for the Cairo-based AU Centre for Post-Conflict Reconstruction and Development and advocated for Peace and Security Council reforms to secure a third seat for North Africa. Concluding his address, he announced that Egypt will host the 8th AU Mid-Year Coordination Meeting in New Alamein on October 4, 2026, alongside the inaugural Alamein-Africa Business Forum from October 2 to 4.
