The Board of Governors of the International Atomic Energy Agency (IAEA) has approved a resolution reporting Iran to the United Nations Security Council for breaching its non-proliferation obligations. This decision on Wednesday represents the first time in two years that the 35-member board has passed such a resolution, escalating the ongoing diplomatic standoff between Iran and Western nations.

At least 23 countries voted in favour of the resolution, while Russia, China and Niger opposed it. Despite the vote, it remains unlikely that the UN Security Council will take further action, given that Russia and China are veto-holding members and allies of Iran. The United States and European allies—including France, Germany and the United Kingdom—had actively lobbied the UN nuclear watchdog’s board members to secure the resolution's passage.

The text highlighted grave concern over Iran’s continued non-compliance with its obligations and reiterated calls for Iran to urgently remedy the situation. In a separate statement, the European Union accused Iran of suspending cooperation with the IAEA and blocking inspections at its nuclear facilities. The bloc emphasized the urgent need for Iran to provide updated, verifiable declarations regarding nuclear material and to restore inspection access.

Iran’s mission to the UN strongly condemned the resolution, blaming the current crisis on the actions of the U.S. and Israeli regime. Earlier on Monday, Iran had warned of retaliation should the resolution move forward.

As a signatory to the Nuclear Non-Proliferation Treaty (NPT), Iran is prohibited from producing nuclear weapons and maintains that it is not manufacturing them. However, the IAEA suspects that Iran possesses approximately 400kg (881lbs) of highly enriched uranium, which could potentially yield 10 nuclear weapons if further enriched. Following attacks by the U.S. and Israel in June last year, IAEA staff have been denied access to inspect Iran’s three nuclear facilities, which sustained heavy damage or destruction. IAEA chief Rafael Grossi stressed to the board on Monday that the lack of verification access poses a serious proliferation concern requiring immediate attention.
