Qatari Diar has officially launched the first phase of its ambitious Alam Al-Roum project on Egypt's northwestern coast, marking a major milestone in a $29.7 billion investment partnership with the Egyptian government.
Egypt's Prime Minister Mostafa Madbouly visited the project site in Matrouh Governorate on Sunday, accompanied by Qatari Diar CEO Sheikh Hamad bin Talal Al Thani and Housing Minister Randa El-Menshawy.
Sheikh Hamad stated that the company's vision is to develop Alam Al-Roum as a fully integrated, world-class city operating year-round, rather than just a seasonal tourist resort. The development is being executed in cooperation with leading global companies.
Spanning four million square metres, the first phase includes a two-kilometre beach, natural and artificial lagoons, a marina designed for 50 yachts, four hotels offering over 1,000 rooms, and extensive retail and leisure amenities.
This initiative stems from a partnership agreement signed in November 2025 between Egypt's New Urban Communities Authority and Qatari Diar to develop the Samla and Alam Al-Roum areas in Matrouh Governorate. The initial phase is slated to begin delivering components by 2030.
According to Qatari Diar, the massive undertaking is expected to generate over 250,000 direct and indirect jobs, stimulate further investments, and accelerate Egypt's economic growth. The overall agreement features a cash component of USD 3.5 billion alongside an in-kind component of 396,000 square meters of built-up area projected to yield at least USD 1.8 billion in revenues.
The master plan for the entire project encompasses approximately 22 kilometers of lagoons open directly to the sea, a waterfront promenade, beaches, around 850,000 square meters of artificial swimming lagoons, an international yacht marina for 370 yachts, and a local marina with 120 berths. Additionally, the development will feature a 980,000-square-meter, 18-hole golf course with sea views, more than 3,500 total hotel rooms across international brands, and comprehensive residential, commercial, entertainment, cultural, educational, and healthcare facilities.
The entire $29.7 billion project is scheduled for implementation over a 15-year period.
