Ukrainian President Volodymyr Zelenskyy announced that Ukraine is prepared to suspend its attacks on Russian territory provided that the United States secures a firm commitment from Russia to spare Ukrainian infrastructure. Speaking during a news conference, Zelenskyy noted on Monday that this potential de-escalation follows remarks by US President Donald Trump, who claimed without providing details that both nations had decided to halt attacks on each other's energy sites. Trump's statement came a day after he asserted on Truth Social that rising global diesel prices are primarily driven by the Russia/Ukraine war rather than Iran.
Zelenskyy emphasized that any halt by Ukraine depends on the US ensuring Russia is genuinely committed to ending its war on life-sustaining facilities for the long term. He accused Moscow of targeting essential food, energy, and basic facilities. These ongoing strikes on energy systems have severely strained heating and electricity networks, raising concerns about civilian hardships during the winter. Al Jazeera correspondent Dmitry Medvedenko, reporting from Moscow, explained that these vulnerable systems have left thousands without power and heat over the past three winters. Meanwhile, Ukraine has increasingly used long-range strikes to target Russian energy infrastructure far from the front lines.
Despite these diplomatic discussions, air attacks persist. The State Emergency Service of Ukraine reported that early Tuesday Russian strikes on Kyiv killed one person and wounded seven, while separate attacks killed two people in Sloviansk and Kramatorsk. Simultaneously, Russia’s Ministry of Defence stated that its forces shot down 222 Ukrainian drones overnight. Russian media and regional officials, including Samara region Governor Vyacheslav Fedorishchev and Taganrog regional Governor Yury Slyusar, reported that overnight Ukrainian drone strikes targeted an industrial facility, identified by Ukrainian media as an oil refinery, and sparked fires while damaging residential buildings, an educational institution, agricultural warehouses, and an Ozon site. On Tuesday, Zelenskyy confirmed that Kyiv's forces had specifically targeted a drone production facility in Taganrog.
