Qatar has emphasized its ongoing initiatives to incorporate human rights principles into school curricula and government training programs, while also spotlighting Doha’s broader role as a regional hub for human rights education.
Addressing the United Nations Human Rights Council in Geneva on Tuesday, Qatar outlined its strategy to expand how it teaches and integrates human rights principles from classrooms to government institutions. The remarks were shared on X by Qatar’s Ministry of Foreign Affairs during a high-level panel celebrating the 15th anniversary of the UN Declaration on Human Rights Education and Training at the Human Rights Council’s 63rd session.
Abdulaziz Mohammed Al-Mansoori, Second Secretary at Qatar’s Permanent Mission to the UN Office in Geneva, represented the country and stated that education and training are crucial for promoting and protecting human rights, especially amidst contemporary challenges requiring responses focused on human dignity. Al-Mansoori noted that these efforts must consider national, cultural, and religious contexts, urging nations to share experiences and best practices across diverse cultural backgrounds.
Highlighting domestic measures, Al-Mansoori pointed to Qatar's integration of human rights principles into school curricula and both formal and informal training programs. The nation has introduced awareness campaigns and established specialized human rights departments across various ministries and government bodies. Human rights education has been embedded into the school system via dedicated subjects, extracurricular activities, and materials introducing civil, political, and economic rights.
Previously, Qatar noted that the Ministry of Education and Higher Education collaborated with the National Human Rights Committee to conduct training sessions and workshops for students, teachers, and administrators to boost awareness and practical skills.
Beyond national initiatives, Qatar hosts the United Nations Human Rights Training and Documentation Centre for South-West Asia and the Arab Region. Operating in Doha since 2009 under the Office of the UN High Commissioner for Human Rights, the center collaborates with governments, national human rights institutions, and civil society across the region to advance human rights training, education, and knowledge management.
Tuesday's panel follows the 2011 adoption of the Declaration on Human Rights Education and Training by the UN General Assembly, which urges states to foster human rights education across schools, professional settings, and private institutions.
