Prime Minister Mostafa Madbouly underscored the critical importance of regulating the real estate market during a meeting on Tuesday, September 15, 2026. He explained that the state is swiftly preparing a legal framework designed to balance investment incentives with the protection of stakeholder rights, following directives from President Abdel Fattah al-Sisi.
The meeting brought together real estate developers, Minister of Housing, Utilities and Urban Communities Randa al-Minshawy, Deputy Housing Minister for Urban Communities Walid Abbas, and other ministry officials to discuss the proposed draft law.
Madbouly highlighted the sector's vital role in driving economic growth and noted that the Housing Ministry is actively coordinating with regulatory bodies to tally stalled projects nationwide and devise radical solutions to protect unit buyers. The prime minister added that a draft law has been prepared, with consultative sessions underway before submission to the cabinet and parliament.
Minister of Housing Randa al-Minshawy stated that the ministry is compiling cases of defaulted delivery—representing a limited portion of overall development—to resolve them fairly for serious developers and buyers. The bill establishes a professional developers federation to resolve disputes, classify developers by their financial and operational solvency, protect buyers through tighter oversight, and expand private sector participation in new urban communities.
During the session, participants reviewed transitional provisions, registration requirements, consumer safeguards during default, and targets for the Egyptian Real Estate Developers Federation. Developers shared their initial remarks, emphasizing the sector's multitrillion-pound investments and job creation while urging clear distinctions between serious developers and non-serious operators.
Concluding the meeting, the prime minister directed developers to thoroughly examine the bill and submit consolidated feedback prior to the cabinet review.
