Brazilian President Luiz Inacio Lula da Silva, who is running for reelection, has announced a 15 percent increase in welfare benefits as he prepares for a closely watched presidential election in October. Speaking in the capital Brasilia alongside government ministers on Thursday, the leftist leader revealed that the 'Bolsa Familia' poverty alleviation programme will raise its minimum monthly benefits from 600 reais ($116) to 691 reais ($134) starting next month.

Reflecting on the initiative in a social media post, Luiz Inacio Lula da Silva stated that the programme has transformed the lives of millions of Brazilians. He emphasized that the adjustment aims to counter rising inflation since 2023, providing essential income for families to purchase food, stimulate the economy, and restore dignity.

Luiz Inacio Lula da Silva faces a strong political challenge from the right, led by presidential candidate Flavio Bolsonaro, the son of former far-right president Jair Bolsonaro. Recent polls indicate that the candidates are virtually tied ahead of the first round of voting on October 4.

To address concerns regarding rising debt servicing costs, Finance Minister Dario Durigan assured that the current budget will cover the benefit increase without generating additional expenses. Planning Minister Bruno Moretti further explained that the higher cash benefits will help citizens maintain their purchasing power amidst escalating costs, noting that inflation from the relaunch of the programme through August reached 15.04 percent.

Benefit adjustments are a recognized practice in Brazil, with past conservative administrations also increasing payments ahead of elections. Ahead of the 2022 presidential election, Jair Bolsonaro similarly increased cash payments, distributing approximately 273 billion reais ($52bn) across 2022 and 2023, according to Reuters.

The newly announced financial aid increase is projected to cost the government 5.8 billion reais ($1.13bn) in 2026 and 22 billion reais ($4.27bn) in 2027. The Bolsa Familia programme remains a cornerstone of the legacy of Luiz Inacio Lula da Silva and his Workers’ Party, designed to align political democracy with social and economic policies targeting poverty and inequality. Households earning a monthly income of 218 reais ($42) or less qualify for the aid, which supports millions of low-income families nationwide.

Additionally, in an interview with the Brazilian newspaper Extra, Dario Durigan mentioned that the government is evaluating a debt relief proposal intended to alleviate financial pressure on borrowers and offer them a fresh start.
