A future Conservative government plans to bring back VAT refunds for overseas visitors in a bid to attract high-spending tourists back to Britain’s struggling high streets. London has suffered from a decline in spending, particularly among wealthy shoppers from the Arabian Gulf, since the tax was introduced in the UK in 2021, lagging behind other major European shopping destinations like Paris and Milan.
Conservative leader Kemi Badenoch is set to pledge tax-free shopping this week for eligible visitors arriving from outside the European Union, with potential plans for an extension by the end of the next parliament if it proves to deliver a net benefit. Ms Badenoch stated that Britain should be a global shopping destination, noting that iconic retailers, inventive designers, and brilliant manufacturers are being undermined by current tax policies.
Data from VisitBritain shows that overseas visitor numbers in 2024 stayed 1.3 per cent below pre-pandemic 2019 levels, while real visitor expenditure dropped by 8.7 per cent and average spending per visit decreased from £848 to £786. The Centre for Economics and Business Research (CEBR) projects that reinstating tax-free shopping could yield £4.1 billion in additional spending and draw 2.35 million extra visitors annually, while supporting over 150,000 jobs.
The Conservative party proposes offsetting the estimated £540 million annual cost by cracking down on NHS tourism and enforcing stricter charges for overseas patients ineligible for free treatment. Prominent industry figures, including Sir Rocco Forte of Rocco Forte Hotels and Ros Morgan of the Heart of London Business Alliance, have voiced support for the policy, emphasizing the broader economic benefits of international tourism beyond retail districts.
