US Secretary of State Marco Rubio announced on Wednesday that President Donald Trump has formally invited Russian President Vladimir Putin to attend the upcoming G20 summit in Miami, Florida, in December. Speaking to reporters following a meeting with Russian Foreign Minister Sergey Lavrov at the United Nations General Assembly (UNGA) in New York City, Rubio emphasized the importance of dialogue.

“In order to solve problems, you have to meet with the people that you disagree with or the people that you might have some issues with,” Rubio stated, expressing hope that the Russian leader will accept the invitation to engage with global leaders.

The diplomatic overture comes as President Donald Trump continues efforts to broker an end to the war following Russia's full-scale invasion in 2022. Meanwhile, Ukrainian President Volodymyr Zelenskyy addressed the UNGA on Wednesday, urging the international community to increase financial pressure on Russia. Zelenskyy criticized trade that funds the conflict and expressed skepticism regarding Russia's willingness to end the war.

While Ukrainian officials have pushed for limitations on energy strikes and secure shipping in the Black Sea, Russian Foreign Minister Sergey Lavrov rejected the idea of a temporary halt during a UN Security Council meeting, accusing Europe of attempting to rearm Kyiv. Nonetheless, Marco Rubio expressed continued optimism about a potential limited ceasefire concerning grain and energy, while Volodymyr Zelenskyy confirmed that Kyiv remains open to a maritime truce pending a response from Russia.

The potential visit to Miami also raises questions regarding an International Criminal Court (ICC) arrest warrant issued for Vladimir Putin in 2023 over alleged war crimes related to the deportation of Ukrainian children. While member states are obligated to execute the warrant, the US is not a member of the ICC and the court lacks an enforcement mechanism.
