The FBI has arrested a suspected "Chinese foreign agent" at Los Angeles International Airport on charges of spying on the son of the Taiwanese president. Wanying Zhang, also known as Heather, was taken into custody on Sunday prior to a scheduled departure for China, according to a statement on X by Bill Essayli, the first assistant US attorney for the Central District of California.
Authorities have charged 34-year-old Zhang, a resident of Irvine, California, with operating as an unregistered foreign agent. According to the FBI, Zhang conducted surveillance on the son of Taiwanese President William Lai Ching-te. While the agency did not initially name the target directly, a subsequent news article shared by authorities identified him as Lai Ting-yu.
The US Justice Department reported that Zhang traveled to Seattle in 2025 under the direction of Chinese officials. During this time, she allegedly transmitted photographs, video footage, and license plate details concerning the Taiwanese leader's son and his family back to China.
Describing Zhang as a "Chinese foreign agent," Essayli stated that she "used tradecraft to avoid detection." He added, "She never notified the Attorney General she was acting for a foreign government, a federal offense." Zhang is scheduled to make an appearance in a Los Angeles federal court on Monday.
William Lai Ching-te and his Democratic Progressive Party maintain that Taiwan is already an independent nation separate from China, whereas Beijing views the island as its territory. Although Washington lacks formal diplomatic ties with Taiwan, US law requires the government to supply the island with defensive capabilities. Earlier in the week, the US delivered two F-16V Block 70 fighter jets to Taiwan as the island works to strengthen its defense against potential threats from China. In January, Chinese President Xi Jinping vowed to pursue the "reunification" of China and Taiwan, describing Beijing's long-term objective as "unstoppable."
