Qatar Central Bank (QCB) and Euroclear have announced a strategic collaboration to establish a new international settlement link. This initiative makes eligible Qatari government bonds and sukuk Euroclearable, effectively opening the domestic debt market to a broader global investor base.
By leveraging Euroclear's infrastructure, international investors gain secure and streamlined access to Qatar's domestic market, while issuers benefit from a more diversified pool of capital. The move is designed to enhance liquidity, improve market efficiency, and deepen international capital flows into the country.
Deputy Governor of the Qatar Central Bank Sheikh Ahmed bin Khalid bin Ahmed Al Thani noted that the development reflects a commitment to fostering a resilient capital market. He stated that the partnership creates greater opportunities for investors and strengthens Qatar's position as an attractive investment destination.
Under the new arrangement, investors worldwide can settle eligible Qatari riyal-denominated conventional government bonds and sukuk through Euroclear Bank. Euroclear Bank will act as the issuer central securities depository, Edaa will serve as the investor CSD for local investors, and QCB will function as the issuer and paying agent.
The initiative aligns with Qatar’s Third Financial Sector Strategy and Third National Development Strategy 2024-2030. Euroclear CEO Valerie Urbain emphasized that the agreement simplifies market access and strengthens the country's appeal to international investors.
