United States, Ukrainian, and European officials convened in Miami, Florida, to negotiate a framework aimed at concluding the Russia-Ukraine war, according to a statement shared on X by US envoy Steve Witkoff.
On Friday, Witkoff described the gatherings as "constructive discussions" that addressed "potential avenues to de-escalate and conclude the war with Russia ahead of winter and advance efforts toward a durable and lasting peace." Participants in the summit included the E3, the European Commission, Ukraine, and NATO. Topics on the agenda featured energy resilience, grain exports, security guarantees, and "longer-term arrangements for Ukraine’s and Europe’s security to prevent future conflict," Witkoff stated. He further highlighted that the "productive" dialogue touched upon "Ukraine’s post-war reconstruction and economic prosperity, including EU accession."
Meanwhile, US Secretary of State Marco Rubio remarked on Thursday that the conflict had reached a perilous "stalemate," cautioning that an inability to secure a negotiated settlement heightens the danger of further escalation. "The other way that stalemates end is through escalation," Rubio told reporters, adding a warning that the fighting might spill over into neighboring NATO countries.
Earlier on Friday, Russian President Vladimir Putin informed US President Donald Trump that reviving talks with Ukraine remains unlikely, pointing to drone attacks on Moscow during parliamentary elections the previous month. This diplomatic push also occurs against a backdrop of severe Russian strikes, notably an assault on civilian buses in eastern Ukraine that resulted in 33 fatalities—marked by authorities as the deadliest single attack of the year.
The negotiations have additionally faced complications due to a US-Russia diesel deal announced on Friday, after US President Donald Trump attributed rising diesel prices to Ukrainian strikes on Russian refineries. This agreement drew condemnation from US lawmakers, Zelenskyy, and European allies, with Zelenskyy labeling the pact a "gift to Putin." Shortly after the announcement, a Ukrainian drone struck a Russian fuel installation.
The Miami summit succeeds recent diplomatic missions to Moscow and Kyiv by Steve Witkoff and Jared Kushner, reflecting Washington's ongoing push to jumpstart peace negotiations that have previously produced minimal progress.
