Israel is currently holding 49 Syrians and conducted 280 armed incursions into southern Syria during the month of September, according to UN High Commissioner for Human Rights Volker Turk. A statement released by Mr Volker's office on Friday revealed that recently released detainees alleged instances of torture and ill-treatment, which included beatings, prolonged forced standing, and threats directed at their families. In response, Mr Volker called upon Israeli authorities to immediately halt these actions.

Open-source monitoring cited in the statement indicated that September experienced the highest monthly total of armed Israeli incursions since the start of the year. These incursions involved reported home raids, movement restrictions, civilian harassment and intimidation, arbitrary detentions, and the destruction of local livelihoods. While 49 Syrians are reported to remain in Israeli detention, the UN office noted it could not independently verify this figure.

The statement urged Israeli authorities to cease all actions that harass or intimidate civilians residing in Syrian villages. These prohibited actions include raids, freedom of movement restrictions, detentions, and the destruction of crops.

These remarks from Mr Turk's office coincide with accusations from Syria that Israel is constructing major military fortifications on Syrian territory along the occupied Golan Heights. The Syrian Foreign Ministry stated that Israel is working to complete its "Sufa 53 Line" in direct violation of previous agreements.

Regions near the Golan Heights have seen a surge in Israeli incursions throughout the year. Israeli troops crossed into southern areas of Syria as well as regions west of Damascus, occupying parts of those territories shortly after rebel forces led by current President Ahmad Al Shara removed the regime of Bashar Al Assad in December 2024.

The US, a supporter of Syria's current rulers, has overseen multiple meetings between Israeli and Syrian officials aimed at negotiating a peace agreement between the two nations. These discussions have focused on ending Israeli attacks on Syria and securing the return of Israeli forces to the 1974 armistice line next to the Golan Heights.
