Greater Manchester Combined Authority has confirmed that Andy Burnham, in his capacity as Mayor of Greater Manchester, met with Manchester City Chairman Khaldoon Al Mubarak at a UK Government Global Investment Summit in October 2021. This meeting was formally arranged by the Department for International Trade.

The revelation comes as Burnham expressed significant concern over Manchester City's ownership potentially selling the club following their recent finding of guilt for breaching the Premier League's financial rules on over 100 occasions. Burnham, who served as Mayor of Greater Manchester from 2017 to June 2026, had previously faced scrutiny for remarks perceived as supportive of the club's leadership.

Downing Street later clarified that no individual is "above the rules." The Greater Manchester Combined Authority (GMCA) spokesman stated that Burnham, as mayor, also attended Manchester City FC home matches on a limited number of occasions, including Vincent Kompany's testimonial match in September 2019, where he informally met the chairman. These attendances have been formally declared.

The GMCA also noted that representatives from Greater Manchester sporting clubs, including Manchester City FC, routinely joined mayoral international business delegations. This practice saw Manchester United representatives travel to Austin and Dublin, Lancashire Cricket Club join a delegation to India, and Manchester City FC staff support visits to China and Japan.

However, Louie French, the opposition Conservatives' spokesman for sport, criticized the statement for lacking detailed information about the meetings, their discussions, and any agreements made. He argued that this falls short of the transparency expected by football fans and that Burnham should personally address these matters rather than relying on the GMCA.

Manchester City has been found guilty of numerous Premier League financial regulation breaches between 2009 and 2018, involving alleged "sham" contracts to inflate revenues and reduce costs. The club has appealed the verdict, citing "clear material errors, of law, principle and fact," and faces potential severe sanctions, including a points deduction or expulsion from the league, should the appeal fail.
