A bipartisan coalition of United States senators has formally requested President Donald Trump to revoke a recent agreement permitting Russian diesel exports. The senators argue that this deal could prolong the ongoing war in Ukraine and potentially jeopardize the safety of American military personnel stationed in the Middle East.

The agreement, announced by President Trump last week following a conversation with Russian President Vladimir Putin, involves Russia supplying millions of barrels of diesel to global markets. This development occurs as President Trump faces increasing domestic pressure to reduce diesel prices, which have been impacted by supply shortages attributed to the Iran war and Ukrainian attacks on Russian refineries, ahead of the November 3 midterm elections.

A letter, co-signed by 12 senators including former Republican Senate leader Mitch McConnell, asserts that allowing Moscow to freely sell diesel undermines critical American security interests. The letter states, "It is a betrayal of the people of Ukraine, who continue to defend themselves from Putin's murderous, illegal war. This deal is a gift to our adversary and a betrayal of our allies. It should be rescinded." Furthermore, the senators expressed concerns that President Putin would utilize the revenue generated from this deal to support Iran's military operations against the United States.

This accusation aligns with reports from US intelligence sources, senior European officials, the UK government, and Ukrainian President Volodymyr Zelenskyy, who have previously accused Russia of aiding Iran. US media outlets, citing officials, have also reported that Moscow has provided Tehran with intelligence concerning American military assets in the Middle East.

The senators contend that the deal will have a minimal effect on fuel prices but will provide the Kremlin with funds to sustain its war efforts and bolster its security cooperation with China, Iran, and North Korea. They also warned that the agreement could endanger US service members operating in the region as part of Operation Epic Fury.

President Trump acknowledged on Monday that Russia and China might be providing assistance to Iran, albeit "at a very low level," but stated his disbelief in the extent of this support. Democratic Senator Richard Blumenthal criticized President Putin, noting his failure to adhere to an alleged truce regarding attacks on energy infrastructure. "Zelenskyy has agreed. Putin continues bombing. Once again, he’s playing Trump for a fool and hoping to weaponise a freezing, starving, bloody winter against Ukraine," Blumenthal commented on X.

The Treasury Department has not yet issued a statement in response to requests for comment. Last month, Congress approved the Lindsey O Graham Sanctioning Russia and Iran Act of 2026, which empowers the US President to impose tariffs of up to 100 percent on significant importers of Russian energy under specific conditions. Despite this, the US Treasury Department issued a special exemption as part of President Trump's agreement with President Putin, a move that has prompted questions from some elected officials regarding the legality of this special license. A 2022 law also stipulates that the US cannot import Russian energy without prior consultation with Congress and a 90-day waiting period.

A separate group of senators reiterated at the weekend, "Congress was clear: the US should not import oil from Russia until it ends its aggression against Ukraine and ceases threats against our Nato allies."
