Dubai Police have apprehended eight individuals allegedly involved in an illegal operation that provided driving licences, enabling recipients to bypass standard training and testing procedures for obtaining a licence to drive on UAE roads. The suspects reportedly charged Dh10,000 ($2,720) to obtain driving licences from a neighbouring country for clients who had never visited. This allowed buyers to exploit the UAE's international driving licence exchange rule, which permits eligible licence holders to convert their foreign licence directly into a UAE licence. The arrests were executed by Dubai Police's General Department of Criminal Investigation in collaboration with the Ministry of Foreign Affairs and Dubai’s Roads and Transport Authority (RTA).
Authorities stated that the suspects utilized offices of transaction-processing companies within the UAE to solicit and advertise their services to potential customers. Clients were issued licences from a neighbouring country without the necessity of travelling there, undertaking driving lessons, or passing mandatory driving tests. These acquired licences could then be presented to Dubai's RTA for exchange under existing international agreements between the UAE and other nations.
Dubai Police emphasized the importance of driving lessons and tests in ensuring motorists possess the requisite skills and knowledge for safe driving. They warned that circumventing these requirements and permitting unqualified individuals to drive could endanger other road users, passengers, and pedestrians. Individuals who pay for driving licences obtained through illicit means may face penalties and legal repercussions. The police force clarified that exchanging a fraudulently acquired international licence for a UAE licence does not legitimize the original licence or absolve individuals of responsibility for their actions. The public is advised to adhere to official procedures and engage solely with authorized entities when seeking a driving licence. Residents are also encouraged to report any individuals or companies offering licences through unlawful channels.
