Dubai Investments, a prominent Dubai-listed investment holding conglomerate, is preparing to launch the UAE's first initial public offering (IPO) of the year by selling a 20 percent stake in its subsidiary, DIP Holding. The transaction will involve the sale of 1.74 billion shares by existing shareholders in DIP Holding, the entity responsible for operating the investment free zone within the emirate, as announced by the company on Monday. Following the offering, Dubai Investments will retain control of the remaining 80 percent shareholding in DIP Holdings, provided the offering size remains consistent and all shares are successfully allocated to investors.
Subscription windows for this significant deal are scheduled to open on October 27 and will conclude on November 3. The final pricing for the offering is slated for announcement on November 4, with DIP Holding shares anticipated to commence trading on the Dubai Financial Market (DFM) on November 11, according to the offer document.
This IPO is poised to break the recent lull in the UAE's dormant IPO market. The Arab world's second-largest economy has historically been a vibrant hub for public floats, with both the DFM and the Abu Dhabi Securities Market attracting a steady stream of IPOs in recent years. However, the Middle East IPO market experienced a slowdown last year, impacted by lower oil prices, geopolitical risks, and weaker post-listing performance. Firms in the region raised $7.1 billion from 61 listings, a notable decrease from the $13 billion raised a year prior. Data from Dealogic indicates that UAE companies collectively raised $1.1 billion through three IPOs in 2025.
Further disruptions to the already decelerating momentum have been caused by the ongoing conflict between the US and Iran, which has led companies to postpone their plans to tap the equity markets for capital raising. Dubai Investments, which counts the sovereign investment fund Investment Corporation of Dubai among its stakeholders, was among the UAE companies that had previously expressed intentions to list shares before war-driven uncertainties dampened deal volumes. In September of the previous year, the company had indicated it was in discussions with banks and intended to list up to 25 percent of its investment free zone unit.
Dubai Investment Park (DIP), strategically located near Al Maktoum International Airport and Jebel Ali Port, is a substantial development hosting approximately 1,000 tenants and 5,700 subtenants, with a resident population exceeding 150,000. Established in 1997, DIP encompasses a wide range of facilities, including warehousing, hotels, retail outlets, schools, and medical centers, positioning it as one of the largest mixed-use developments in Dubai.
