In a historic move, Lebanon has handed over a high-ranking Assad-era general to Syria to face serious charges, including murder and torture. This marks the first instance of Beirut sending a top military official from the former regime back to Damascus for trial since the collapse of the Assad regime in December 2024.
Syria’s interior ministry announced on Wednesday that it took custody of Maj Gen Adel Issa from Lebanese authorities following his detention earlier in the month. The 67-year-old former commander—who previously led Syria’s 17th Division and ground forces in Deir Ezzor—was arrested after visiting the Syrian embassy in Lebanon to sort out paperwork issues. Staff members recognized him and alerted Lebanese officials, leading to his swift detention.
On Tuesday, Lebanese prosecutor Ahmed Rami Al Hajj authorized the handover at the border, utilizing a bilateral judicial agreement originally signed between the two nations in 1951. Syrian officials stated that Maj Gen Adel Issa faces severe allegations, such as intentional homicide, torture leading to death, and inciting civil war. His case is now under review by a Damascus judge ahead of criminal proceedings.
The extradition comes as Syria's new leadership, led by former rebel commander-turned-president Ahmad Al Shara, continues to address the legacy of the former government. While many top officials fled to Russia, new authorities are prosecuting remaining figures as Lebanon and Syria attempt to foster new diplomatic relations following decades of historical tension.
