President Volodymyr Zelenskyy stated on Monday that the United States has been impeding the delivery of essential supplies to Ukraine, coinciding with Russian attacks that damaged over 10 energy facilities. In a post on X, he indicated that these delays are occurring at the level of the US Defense Department. Zelenskyy further noted that certain political agreements concerning the provision of air defense supplies have not been implemented. He has instructed his senior staff to engage with "partners who can swiftly strengthen our defence." Ukraine has been significantly reliant on US intelligence for detecting incoming missiles.

Overnight, Russia launched one of its most extensive air assaults in months, causing power outages for more than half a million households. The attacks involved 16 ballistic missiles targeted at Kyiv and its surrounding region, alongside over 200 drones deployed across Ukraine. These strikes impacted areas from Kharkiv and Dnipro in the east to Odessa in the south, and Volyn and Rivne in the west. President Zelenskyy reported that more than 10 energy sites sustained damage and expressed frustration over Ukraine receiving no advance warning of the Russian ballistic missile strike from its partners. Officials confirmed that the strikes resulted in one fatality in Kyiv and two additional deaths in the industrial city of Kryvyi Rih.

"Another Russian ballistic missile attack came in several waves overnight and, once again, there was no early warning from our partners," Mr. Zelenskyy commented on the Telegram app. "When deliveries of missiles for Ukraine's air defence are blocked while Russia is granted relief or delays in sanctions, this is, unfortunately, a denial of reality on the part of our partners." In a subsequent statement on X, Ukraine's President announced a meeting to discuss preparations for the country's infrastructure for winter, a period requiring increased energy for heating. He planned a follow-up meeting to review the outcomes of Monday's discussions, expecting "concrete results." A shopping center was damaged by an overnight Russian missile strike in Kyiv.

Mr. Zelenskyy also mentioned increasing orders for interceptors effective against Iranian-made Shahed drones and is seeking support on logistics from Baltic countries. He added that Ukraine continues to face limitations accessing Starlink/Starshield services from Elon Musk's company, as the equipment ceases to function at speeds between 130kph and 161kph, restricting the types of drones usable for interception. "Speed matters when it comes to protecting lives," he emphasized.

Yurii Ihnat, a spokesperson for the Ukrainian air force, confirmed that Kyiv received no warning before the initial ballistic missile strike but was informed prior to a second attack. "For some reason, no information was received the first time, a matter our experts are investigating together with our partners, as this is not the first time such a situation has occurred," Mr. Ihnat stated.

US Secretary of State Marco Rubio refuted claims of Washington pausing intelligence sharing with Ukraine, contradicting Mr. Zelenskyy's assertion. Russia's Defence Ministry declared its forces executed a "massive strike" using precision weapons and attack drones targeting Ukrainian defense industry facilities, drone and cruise missile storage sites, and a data center. Ukrainian Prime Minister Sergii Koretskyi identified the energy sector as the primary target of the attacks, with damage reported nationwide. Railway stations, pharmaceutical warehouses, commercial properties, and residential buildings were also affected.
