Qatar is on the verge of becoming Singapore’s second strategic partner in the Middle East, a development that will encompass trade, energy, artificial intelligence, security, and sustainable development. This significant step forward was solidified during the official visit of Singapore Prime Minister and Minister for Finance Lawrence Wong to Doha, held from October 18 to 20. This marked Wong's inaugural official visit to the Middle East since assuming the prime ministership.

The decision was a direct outcome of the ninth Qatar-Singapore High-Level Joint Committee meeting, which was co-chaired by Amir Sheikh Tamim bin Hamad Al Thani and Lawrence Wong. Notably, this meeting was the first in the committee's 20-year history to be co-chaired by the leaders of both nations. The strategic partnership is anticipated to be officially launched during Sheikh Tamim’s forthcoming state visit to Singapore.

Technology, Defence, and Regional Security

Both nations have identified artificial intelligence (AI), digitalization, and emerging technologies as key areas for bilateral cooperation. Opportunities for collaboration are particularly strong in cybersecurity, digital government initiatives, research and development, and the cultivation of AI talent. The leaders also expressed satisfaction with the escalating security cooperation, which includes the defense industry, maritime security, and cybersecurity.

Highlighting this progress, the QAR 1.5 billion defense-services agreement signed in February 2026 between Qatar’s Barzan Holdings and Singapore’s ST Engineering was cited. Both sides encouraged further joint efforts in digital defense and maritime security. Regarding regional developments, the leaders conveyed significant concern over the ongoing situation in the Middle East and acknowledged Qatar's diplomatic endeavors aimed at fostering dialogue and de-escalation. They also underscored the critical importance of maintaining navigational rights and freedoms in accordance with international law, specifically the United Nations Convention on the Law of the Sea, to ensure the safety and security of shipping through the Strait of Hormuz.

Qatar-ASEAN Ties

Furthermore, both parties committed to enhancing cooperation between Qatar and the Association of Southeast Asian Nations (ASEAN), as well as between ASEAN and the Gulf Cooperation Council (GCC). Qatar's role as an ASEAN Sectoral Dialogue Partner was welcomed, and continued efforts towards establishing an ASEAN-GCC free-trade agreement during Singapore’s ASEAN chairmanship in 2027 were called for. The upcoming third ASEAN-GCC Summit was also anticipated.

The tenth meeting of the committee is scheduled to take place in Singapore on a date to be mutually agreed upon through diplomatic channels.
