The United Arab Emirates has spearheaded a significant international digital fraud crackdown, resulting in hundreds of arrests and the recovery of over $39 billion in illicit funds and assets. Dubbed Operation Confrontation Ghost and overseen by the Ministry of Interior, the campaign successfully thwarted more than 123.7 million online fraud attempts globally. It also led to the blocking of 4,126 bank accounts, the shutdown of 570 social media accounts, and involved 29 raids on locations associated with fraudulent activities.

This major crime-fighting initiative brought together law enforcement agencies from 30 countries, along with Interpol, the Global Anti-Scam Alliance, and 13 private-sector partners specializing in technology, digital platforms, and financial services. The three-month operation, conducted from July 1 to September 30, concentrated on three primary forms of digital crime: AI-enabled fraud, digital financial fraud, and online "sextortion," as reported by the state news agency Wam.

The cross-border collaboration yielded the arrest of over 960 individuals, the identification of an additional 3,500 suspects, and the uncovering of 15,500 victims. Furthermore, more than 9,000 pieces of intelligence were exchanged. The operation also contributed to securing over four billion financial transactions processed monthly through tokenization technology, thereby enhancing user data protection and mitigating fraud threats.

International partners in this organized crime clampdown included the UK, Japan, Korea, Canada, Italy, France, the Netherlands, Brazil, Ecuador, Jordan, and Bahrain. Private sector support was notably provided by entities such as the UAE's Bayut and Dubizzle, alongside social media giants Meta and TikTok.

Col Dana Al Marzouqi, director-general of the International Affairs Bureau at the Ministry of Interior, highlighted the operation's success in demonstrating the critical role of international partnerships in dismantling fraud networks that exploit online platforms, financial services, and emerging technologies for cross-border criminal activities. She affirmed the Ministry of Interior's commitment to strengthening cooperation with countries, international organizations, and technology and financial services companies to combat transnational digital fraud and safeguard the public and organizations.

Dr. Monica Juma, executive director of the UN Office on Drugs and Crime, lauded Operation Confrontation Ghost as a prime example of international cooperation in tackling evolving crime trends. She emphasized that the increasing reliance on digital technologies and artificial intelligence for fraudulent purposes, coupled with the exploitation of digital platforms, bank accounts, and cryptocurrencies to obscure fund origins, underscores the necessity of continuously enhancing countermeasures and reinforcing global collaboration.
