Federal law enforcement authorities in the United States have arrested a 35-year-old woman, Jessica Bowie, for allegedly plotting an attack on the New York State Capitol in Albany, New York. According to the Department of Justice, Bowie pledged loyalty to ISIL (ISIS) and sought to kill lawmakers and destroy the building before attempting to flee to Syria.
A 21-page FBI complaint details the government's case, which relies heavily on communications with confidential informants. Investigators stated that Bowie used social media to express support for terrorism and communicated through encrypted messaging apps with an informant to plan the attack, eventually obtaining bomb-making materials and a firearm.
While the FBI successfully halted the operation before it could be carried out, the case has highlighted ongoing debates surrounding government-led sting operations. Civil rights groups and legal critics have previously raised concerns over the use of confidential sources and financial incentives in terror-related entrapment cases.
