Qatar has taken a significant step towards realizing a long-held regional ambition by signing a landmark agreement to connect the six Gulf Cooperation Council (GCC) member states via an integrated railway network. This strategic move aims to strengthen regional connectivity, streamline the movement of passengers and goods, and foster economic integration across the Gulf.
The agreement, officially titled the General Agreement to Connect the Countries of the Cooperation Council for the Arab States of the Gulf Through the Railway Project, was signed in Manama, Bahrain, on Sunday, November 8, 2026. The signing took place on the sidelines of the 30th Meeting of GCC Ministers of Transport.
The concept of a GCC railway network linking all six member states dates back to 2009, when it received approval from the GCC Supreme Council. Further progress was made in December 2021 with the decision to establish the GCC Railways Authority, tasked with coordinating the project's implementation and ensuring compatibility with national railway networks.
The signing ceremony was held under the patronage of Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister of Bahrain, and was attended by GCC transport ministers and GCC Secretary General Jasem Mohamed Albudaiwi. Albudaiwi highlighted the agreement as a crucial step in enhancing Gulf integration within the transport sector and standardizing railway transport systems across the GCC. He emphasized its role in supporting a unified, integrated, and interoperable regional railway network, thereby reinforcing interconnectedness and facilitating transport among member states. Albudaiwi also conveyed gratitude to Bahrain’s King Hamad bin Isa Al Khalifa and the leaders of the GCC states for their unwavering support for joint Gulf initiatives and their commitment to advancing strategic projects beneficial to the region and its people. He also thanked Crown Prince and Prime Minister Prince Salman bin Hamad Al Khalifa for his patronage and presence.
Qatar’s Minister of Transport, Sheikh Mohammed bin Abdulla bin Mohammed Al Thani, described the signing as a strategic advancement for Gulf integration and the development of a regional transportation ecosystem. He stated that the agreement underscores the GCC countries' dedication to reinforcing their historical ties and deepening cooperation in critical sectors, ultimately serving the aspirations of their populations and promoting sustainable development. The Minister further noted that the agreement provides a vital framework for coordinating GCC efforts in executing the railway project and enhancing the connectivity of national transportation networks. This, he explained, will facilitate the movement of people and goods, boost the efficiency of logistics services, and unlock greater opportunities for trade and tourism within the member states. It is also expected to bolster the region's competitive edge and solidify its standing as a regional hub for transportation and logistics.
Sheikh Mohammed reaffirmed Qatar's commitment, under the directives of Amir Sheikh Tamim bin Hamad Al Thani, to continue supporting joint GCC initiatives that foster regional integration, drive economic and social development, and establish advanced infrastructure aligned with future regional ambitions.
