French Foreign Minister Jean-Noel Barrot is set to urge the European Union to deploy a monitoring mission for the upcoming Palestinian elections scheduled for November, which would be the first in two decades.

Speaking at a meeting of EU foreign ministers in Wicklow, Ireland, Mr Barrot emphasized that elections provide the ultimate path for people seeking self-determination to select legitimate leaders who can act as interlocutors for the international community. He stated that holding these elections is essential and sees no insurmountable technical or logistical barriers.

Palestinian Authority leader Mahmoud Abbas committed last year to organizing elections as part of an agreement involving recognition of Palestinian statehood by France and 10 other nations, including the UK, Canada, and Portugal. Legislative elections are slated for November 28, followed by presidential elections early next year, though the 90-year-old Mr Barrot noted that Mr Abbas has yet to confirm his candidacy.

While the EU remains the Palestinian Authority's primary financial donor, numerous European governments view its leadership as corrupt and ineffectual, maintaining a long-standing push for democratic votes. The Palestinian Authority has instituted governance reforms to maintain the release of EU funds.

Mr Barrot indicated he will ask Kaja Kallas, the EU's foreign affairs and security policy chief, to dispatch an open mission to Palestinian territories that is not restricted solely to EU member states. Mr Abbas has effectively ruled by decree since his original mandate expired in 2009, with a planned 2021 vote indefinitely delayed due to logistical complications in East Jerusalem, which has been occupied by Israel since 1967. Hamas secured victory in the last Palestinian elections held in 2006 against Mr Abbas's Fatah party.

Meanwhile, Spanish Foreign Minister Jose Manuel Albares stated in Ireland that he will press forward with efforts to persuade counterparts to enact sanctions against Israeli National Security Minister Itamar Ben-Gvir and Israeli Finance Minister Bezalel Smotrich over escalating anti-retoric. Efforts led by nations like Spain, France, and Sweden to enact an EU-wide trade ban concerning illegal Israeli settlements have faced opposition from countries such as Germany, though Mr Barrot confirmed he will continue raising the issue regarding illegal settlement products entering EU territory.
