Dubai Municipality has uncovered 2,395 violations concerning unauthorized construction, building use, and occupancy following a series of more than 16,000 inspections conducted across residential areas since early 2026.

Out of the total infractions identified, authorities reported that 451 cases have been fully resolved, while corrective measures are currently underway for 1,478 others. Furthermore, strict administrative action has been taken in 466 specific cases, with continuous monitoring applied to ensure all remaining violations are addressed promptly.

As part of its ongoing surveillance efforts regarding building use and construction activities, Dubai Municipality conducted over 800 field visits specifically within Al Warqa residential areas.

The most widespread violations detected included unauthorized bachelor accommodations in restricted zones, multiple families residing within a single residential unit, and construction work or property alterations performed without obtaining the necessary official permits.

These inspections form a core component of the daily monitoring program implemented by Dubai Municipality. The initiative is structured to spot infractions at an early stage, enforce swift corrective actions, and boost regulatory compliance among both property occupants and owners. Additionally, the program tackles practices that could potentially compromise building integrity, resident safety, and the overall standard of the residential environment.

"These efforts support Dubai’s continued development as a safe, well-regulated and sustainable urban environment that enhances quality of life for residents," stated Eng Maryam Al Muhairi, chief executive of the Building Regulation and Permits Agency at Dubai Municipality.

Property owners have been strongly reminded by the authority to adhere strictly to the approved operational uses for residential villas and buildings. Owners are prohibited from renting properties to bachelors or multiple families in zones where such living arrangements are barred. Furthermore, mandatory permits and official approvals must be secured prior to initiating any construction or property alterations.

Such requirements apply to numerous internal modifications, including non-structural wall demolition, the installation of serving hatches or kitchen windows, the relocation of internal partitions, and the conversion of closed kitchens into open-plan layouts. Implementing these regulations safeguards structural safety, properly manages residential properties, and mitigates practices that might degrade the quality and character of residential neighborhoods.

To bolster these regulatory measures, Dubai Municipality has encouraged all community members to report non-compliant practices through official channels. Public participation facilitates faster agency responses and empowers the inspection framework, ultimately fostering safer and better-regulated residential communities throughout the emirate.
