The Ministry of Higher Education has introduced updated rules and regulations for Emirati citizens seeking government scholarships to study abroad. The new resolution establishes specific conditions, updates destination countries, identifies eligible institutions, and outlines priority areas of study for the national scholarship programme.

To qualify for government funding, applicants must target universities ranked in the top 50 globally for their specific field of study, regardless of the institution's overall ranking. However, for the US or Australia, universities must place in the global top 100 both overall and for the specific subject. Students wishing to study in English-speaking nations like the UK and Canada must choose institutions within the global top 200 overall and for their chosen field, while non-English speaking countries require a global ranking in the top 300 for both overall standing and the relevant subject area.

Priority will be granted to students pursuing disciplines aligned with key sectors, including energy, transport and logistics, technology and engineering, health care, water and the environment, creative industries, science, and finance. According to the state news agency Wam, the resolution was enacted to foster a more efficient, sustainable scholarship system grounded in strong governance, high-quality outcomes, and optimal human investment.

The updated guidelines also outline clear obligations for scholarship recipients, such as maintaining steady academic progress, protecting the reputation of the UAE, disclosing any additional financial benefits, and promptly notifying the Ministry of any changes impacting their education. Additionally, recipients will gain access to targeted training and research opportunities, with allowances to participate in joint academic programs or cooperative agreements with other institutions.
