The International Monetary Fund (IMF) and the World Bank have launched a comprehensive global roadmap aimed at combating the escalating threat of online financial fraud. This initiative, known as the “Bangkok Blueprint,” was developed in collaboration with the Bank of Thailand and was officially released during the institutions’ annual meetings held in Bangkok on Wednesday.

The blueprint outlines 12 key policy considerations designed to assist countries in identifying vulnerabilities within their financial systems and in formulating robust, coordinated responses to cyber fraud. According to Thai central bank chief Vitai Ratanakorn, the framework emphasizes a “whole-of-ecosystem response,” advocating for enhanced cross-border cooperation and the sharing of practical experiences to inform the development of evolving global standards. Vitai Ratanakorn noted that the blueprint draws upon valuable experiences from Hong Kong, Malaysia, Singapore, and Thailand.

The urgency of this initiative is underscored by the fact that Asia accounted for 67 percent of global fraud losses in 2024. Scam operations have seen a significant proliferation across Southeast Asia in recent years, with particular concentration in border regions adjacent to Thailand, which has unfortunately become a transit hub for human trafficking linked to scam compounds.

This joint effort by the IMF and World Bank comes at a critical time, as Thailand’s own efforts to dismantle scam operations have revealed the sophisticated methods employed to integrate proceeds from cyber fraud into broader illicit financial flows. Vitai Ratanakorn highlighted these findings during the report launch.
