Doha, Qatar – In a significant move to bolster defence ties, Qatar, Türkiye, Pakistan, and Indonesia have signed the Badr Memorandum of Understanding (MoU) in Doha. This agreement aims to enhance defence manufacturing, develop military capabilities, and expand cooperation across their respective defence industries.

The Badr MoU establishes a collaborative framework for the defence industries of the four nations, with a specific focus on manufacturing, technical training, research and development, and the exchange of defence technology. The pact involves the defence ministries of Qatar, Türkiye, and Pakistan, alongside Pakistan’s defence production organisation and Türkiye’s Presidency of Defence Industries.

The signing ceremony occurred during the visit of Turkish Defence Minister Yaşar Güler to Qatar. Video footage released by Türkiye’s Ministry of National Defence depicted defence officials executing the agreement in the presence of delegations from all participating countries. Notable signatories included Qatar’s Deputy Prime Minister and Minister of State for Defence Affairs Sheikh Saoud bin Abdulrahman bin Hasan Al Thani, Turkish Defence Minister Yaşar Güler, Pakistani Defence Minister Khawaja Muhammad Asif, and Indonesian Deputy Defence Minister Yusuf Jauhari. Pakistan’s Minister for Federal Defence Production Muhammad Raza Hayat Harraj and Türkiye’s Defence Industries President Haluk Görgün were also in attendance.

Haluk Görgün stated via X that the agreement will institute mechanisms for technology and expertise sharing, while simultaneously supporting the growth of domestic defence capabilities through training and research. He further emphasized the importance of enhanced cooperation in promoting regional and international peace, security, and stability.

This initiative is anticipated to stimulate local defence industries, drive technological advancements, and generate new industrial opportunities among the member nations. The name 'Badr,' signifying 'full moon,' symbolizes the objective of integrating the diverse defence capabilities and resources of the four countries. The agreement also allows for potential expansion to include other nations, contingent upon criteria established by the founding members.
