United States President Donald Trump has stated that tech mogul Elon Musk reinstated Ukraine’s access to Starlink, a crucial satellite internet service for Kyiv's defense systems and war efforts. The Ukrainian government had previously reported intermittent connectivity issues with the service, which is vital for their operations.
On Thursday, Trump declined to confirm or deny a report by The Wall Street Journal alleging that he had contacted Musk to demand an end to restrictions on Ukraine's Starlink connection. The newspaper reported that Starlink services resumed normal operations following this alleged call. "I don’t want to comment on it, whether I called or whether somebody else called, doesn’t make any difference, I guess. The bottom line, he put it back," Trump told reporters when questioned about the report.
Earlier in October, around October 13, Ukrainian officials had announced that sudden restrictions on Starlink services had caused significant disruption for the country's military. Although the system was brought back online, reports indicated that connectivity remained inconsistent. Questions have arisen regarding the origin of the decision to impose these restrictions, with both Musk and Trump administration officials reportedly trading blame.
Trump himself has denied ordering any restrictions on Ukraine's access to Starlink. "Well, I don’t know if it was anybody, but it wasn’t me, and I don’t think it was Elon," he stated on Friday. "And from what I understand, it’s the same as it’s always been." US Secretary of State Marco Rubio also commented this week, asserting that decisions concerning Starlink's speed and access are Elon Musk's purview. "The bottom line is that that is governed by a private commercial contract as to how their stuff can be used and what speeds they’ll allow it to be used at," Rubio explained on Wednesday.
However, Musk has refuted any personal responsibility, noting that Starshield, the military-grade version of Starlink, is "owned and controlled by the US government." He further elaborated in a social media post on October 14, "Any limits on speed or usage are decided by the US military and ultimately POTUS," referring to the President of the United States.
The Starlink speed caps and restrictions have also fueled concerns that Trump, or his conservative allies, might attempt to use such technological leverage to pressure Ukraine into accepting US demands. Trump has had a notably strained relationship with Ukrainian President Volodymyr Zelenskyy, frequently characterizing him as "difficult" when compared to his Russian counterpart, Vladimir Putin. Ukraine has been engaged in a protracted conflict with Russia since February 2022, following Russia's full-scale invasion.
While European nations have supported Ukraine's defense, Trump has suggested that Ukraine bears some responsibility for the conflict. In 2025, Trump attributed the war's commencement to Ukraine's aspirations of joining NATO, stating, "I actually think that that was the thing that caused the start of the war." More recently, Trump posted on Truth Social that President Zelenskyy was responsible for the war not yet concluding, writing, "He doesn’t want to end this war, and probably never did."
Amidst the ongoing war, Trump has faced criticism from Democrats and some Republicans for what they perceive as a softening of US pressure on Russia. His administration has recently announced measures to purchase Russian diesel and ease restrictions on Russia's energy sector. These actions coincide with Trump's political challenges related to high fuel prices, stemming from his decision to join Israel in initiating a conflict with Iran. Additionally, he has expressed openness to a trilateral meeting with Vladimir Putin and Chinese President Xi Jinping, a scenario that would be unprecedented for the three leaders.
