Sameh Shoukry, Chairman of the Foreign Affairs Committee of the Egyptian House of Representatives, has clarified that Egypt's mandate to take measures in defense of Saudi Arabia is not intended for offensive military operations within Yemen. Speaking to the Egyptian al-Nahar TV channel on Friday, Shoukry stated that Egypt's stance "is not linked to any form of aggression." He further explained that statements from Egyptian President Abdel Fattah al-Sisi on the matter are consistent with Egypt’s diplomatic policy and its armed forces' doctrine. Shoukry stressed that Egypt is not at war with the Houthis or any other party, and that Cairo is actively working to prevent war and military engagements.

Shoukry emphasized that the mandate granted by the House of Representatives to the President of the Republic is specifically for the defense of Saudi Arabia and the execution of necessary measures to protect it, thereby safeguarding Arab national security. He underscored the interconnectedness of Arab national security with Egyptian national security, highlighting the close link between the security of Egypt and Saudi Arabia. This reality, he noted, necessitates a collaborative approach within a comprehensive Arab framework to counter threats.

Shoukry’s remarks follow President Sisi's request for a mandate from the House of Representatives to authorize necessary measures for providing military support to Saudi Arabia if required. On October 17, President Sisi affirmed Egypt's readiness to take steps to defend Saudi Arabia upon Riyadh's request. Subsequently, on October 21, he clarified that any Egyptian military action would be confined strictly to defending Saudi Arabia’s territory and borders, and would not involve an offensive into Yemen.
