Abu Dhabi has entered into a series of significant agreements with the global technology firm OpenAI, aiming to leverage artificial intelligence across key sectors including government operations, investment, and education. These partnerships were formalized following a meeting between Sheikh Khaled bin Mohamed, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, and OpenAI's chief executive, Sam Altman. Mr. Altman commended the UAE for establishing a 'bold, global standard' for AI integration in both public and private domains, stating, 'We are proud to support the UAE’s ambition, anchored in a shared commitment to safety, accessibility and responsible innovation.'
The Abu Dhabi government and OpenAI are set to launch the world's first AI-native Machine-Readable Government (MRG) initiative. This project is anticipated to be a pivotal step in the emirate's objective to become the first AI-native government globally. The initiative will convert specific government policies and regulations into a machine-readable format, empowering AI systems to assist government officials with routine regulatory compliance checks, such as those involved in issuing permits and certificates. Each assessment will be traceable to its governing rule, with government officials maintaining oversight and accountability for all final decisions.
The Department of Government Enablement – Abu Dhabi (DGE) will lead and govern MRG. Its initial pilot program is currently operational with the Abu Dhabi Agriculture and Food Safety Authority (Adafsa), focusing on the regulation of food imports. This technology will operate on OpenAI’s GPT models, utilizing inference infrastructure situated within the UAE.
Investing in the Future
Under these new arrangements, Mubadala, Inception42, and OpenAI have agreed to implement advanced AI capabilities to enhance investment analysis, identify opportunities, and assess risks, thereby facilitating more informed investment decisions. Furthermore, Inception42 and OpenAI have entered into a five-year agreement to promote the adoption of OpenAI's Frontier platform across government, enterprise, and educational institutions. OpenAI and Inception42 will collaborate to provide enterprise solutions for major UAE organizations, combining the capabilities of OpenAI’s Frontier platform and its AI engineering expertise with Inception42’s applied AI skills and professional services.
