Fans of the Serbian football team Red Star used a match against Partizan in Belgrade to honour Ratko Mladic, the former Bosnian Serb wartime general who died in The Hague while serving a life sentence for genocide, war crimes, and crimes against humanity. Displaying a giant image of Mladic, observing a minute of silence, and using the slogan “Pravac Potocari” referencing the 1995 Srebrenica genocide, supporters defied recent penalties imposed by UEFA. The European football governing body had previously fined Red Star and banned their fans from travelling to away fixtures due to a banner dedicated to Mladic unveiled during a Europa League match.
Rival fans from Partizan, known as the Grobari, also displayed banners and flew flags in tribute to Mladic during a Serbian Super Liga match against OFK Beograd. Experts like Slobodan Georgiev, news director at TV Nova S, noted that officially paying tribute with a minute of silence represents a qualitative shift in how these groups operate. Georgiev and other analysts, including Sasa Djordevic from the Global Initiative Against Transnational Organized Crime and Balkan Insight editor Ivana Jeremic, point out that football terraces in the region have historically functioned as recruitment grounds for paramilitary structures and mediums for state-aligned political messaging.
While UEFA continues to issue financial penalties and match bans against clubs, analysts argue that these fines rarely hold individual perpetrators accountable and that strict, consistent legal enforcement within Serbia remains lacking. Experts warn that the increasing normalisation of hate speech and nationalist extremism in sports stadiums indicates a deeply ingrained societal issue linked to the unresolved legacy of the Yugoslav wars.
