Dubai has greenlit a comprehensive plan aimed at revitalizing 48 urban centers, with projections indicating a substantial Dh20 billion ($5.45 billion) increase in property values across these areas by the year 2040. The announcement followed a meeting chaired by Sheikh Hamdan bin Mohammed, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, where the Executive Council of Dubai approved three key policies.
The approved Urban Centres Development Plan is designed to foster the creation of integrated communities. Alongside this, the Sustainable Population Planning Policy was endorsed to ensure economic and population growth remain synchronized, guiding the development of services in alignment with the emirate’s future requirements. The Digital Authorisation System plan also received approval, with the objective of establishing a unified and trustworthy government experience that caters to the needs of both society and businesses.
Sheikh Hamdan emphasized that these initiatives are a direct reflection of the vision set forth by Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai. The strategy focuses on balancing economic expansion with population growth, ensuring that development ultimately enhances the well-being of citizens and residents.
With an allocated budget exceeding Dh2 billion, the Urban Centres Development Plan encompasses six primary urban centers and 42 supplementary sub-centers, collectively representing 12 percent of Dubai's total urban area. This strategic investment is anticipated to elevate real estate values in the designated zones by Dh20 billion by 2040. Sheikh Hamdan stated, "This plan is an investment in Dubai's future and the sustainability of its growth, strengthening its leadership across different domains and its position as a city that places people's wellbeing at the heart of development."
The plan aims to significantly improve urban living by increasing the proportion of residents living within proximity to metro stations from the current 52 percent to 74 percent, and enhancing public services coverage from 74 percent to 85 percent. Its core strategy involves concentrating population and job opportunities around mass transit stations, diversifying land use, and reducing commute times by bringing residential areas closer to workplaces. This approach is built upon three fundamental pillars: enhancing quality of life, generating economic returns, and optimizing infrastructure efficiency and cost.
The Sustainable Population Planning Policy, also approved by the council, provides an integrated framework that connects demographic projections with economic and urban development strategies. "Our goal is for Dubai's economic growth to keep pace with the aspirations of its citizens and residents, expand opportunities for individuals and families, and reinforce the emirate's leadership in attracting and investing in talent and skills," Sheikh Hamdan remarked.
This policy is also set to bolster job creation in high-productivity sectors, aligning with the objectives of the Dubai Economic Agenda, D33. It is expected to attract skilled talent, increase average incomes for individuals and families, strengthen their purchasing power, and ultimately enhance Dubai's overall economic competitiveness.
Furthermore, the council sanctioned the Digital Authorisation System, designed to simplify government transactions for both individuals and companies. Developed and managed by Digital Dubai, this platform empowers customers to digitally authorize others to conduct low-risk transactions on their behalf, eliminating the need for traditional notarial or legal attestation. The system aspires to deliver a fully digital experience, achieve 100 percent effectiveness in mitigating fraud, disputes, and operational risks, and attain a 90 percent Customer Effort Index score. It offers a secure, reliable, real-time, and paperless method for creating, managing, and activating authorizations, utilizing the UAE PASS digital identity for verification and integrating seamlessly with various digital applications and services to ensure a unified user experience across all service channels.
