Dubai has officially approved a comprehensive plan designed to revitalize 48 urban centers, with a projected outcome of increasing property values in these areas by Dh20 billion (approximately $5.45 billion) by the year 2040. The decision was made during a meeting of the Executive Council of Dubai, chaired by Sheikh Hamdan bin Mohammed, Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defence.
The council endorsed three key policies, including the Urban Centres Development Plan, which aims to foster the creation of integrated communities. Additionally, the Sustainable Population Planning Policy was approved to ensure that economic and population growth are synchronized, thereby guiding service development in alignment with Dubai's future requirements. Sheikh Hamdan highlighted that these initiatives are a direct reflection of the vision set forth by Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai, emphasizing a balance between economic expansion and population growth, while ensuring that development enhances the well-being of both citizens and residents.
With an allocated budget exceeding Dh2 billion, the Urban Centres Development Plan will encompass six primary urban centers and 42 supporting sub-centers, collectively accounting for 12 percent of Dubai's total urban area. The plan is anticipated to elevate real estate values in the designated zones by Dh20 billion by 2040. Sheikh Hamdan stated, "This plan is an investment in Dubai's future and the sustainability of its growth, strengthening its leadership across different domains and its position as a city that places people's wellbeing at the heart of development."
Key objectives of the plan include increasing the percentage of residents living within proximity to metro stations from the current 52 percent to 74 percent, and improving public services coverage from 74 percent to 85 percent. The strategy is built upon three core pillars: enhancing quality of life, generating economic returns, and optimizing infrastructure efficiency and cost. This will be achieved by concentrating population and job opportunities around mass transit hubs, diversifying land use, and situating residential areas closer to workplaces.
The Sustainable Population Planning Policy, also approved, establishes an integrated framework that connects demographic projections with economic and urban development strategies. "Our goal is for Dubai's economic growth to keep pace with the aspirations of its citizens and residents, expand opportunities for individuals and families, and reinforce the emirate's leadership in attracting and investing in talent and skills," Sheikh Hamdan remarked. This policy is also set to support job creation in high-productivity sectors, aligning with the objectives of the Dubai Economic Agenda, D33. It is expected to attract skilled professionals, boost average incomes for individuals and families, enhance their purchasing power, and solidify Dubai's economic competitiveness.
Furthermore, the council approved the Digital Authorisation System, a new platform designed to simplify government transactions for both individuals and companies. Developed and managed by Digital Dubai, this system empowers customers to digitally authorize others to conduct low-risk transactions on their behalf, eliminating the need for notarial or legal attestation. The system aims to provide a fully digital experience, achieve a 100 percent effectiveness rate in preventing fraud, disputes, and operational risks, and attain a 90 percent Customer Effort Index score. It offers a secure, reliable, real-time, and paperless method for creating, managing, and activating authorizations, utilizing the UAE PASS digital identity for verification and integrating with various digital applications and services for a seamless user experience across all service channels.
